The 13th Amendment permanently abolished slavery in the United States

Ratified in December 1865, the 13th Amendment outlawed slavery nationwide except as punishment for a crime. Southern states were required to ratify it under President Andrew Johnson's initial Reconstruction plan before regaining representation, though Congress later imposed stricter conditions.
