The Immigration Act of 1990 created the modern H-1B visa

Signed by President George H.W. Bush, the 1990 Immigration Act split the broad H-1 category into specialized visas, establishing the current H-1B for "specialty occupations" requiring at least a bachelor's degree. The H-1A, for registered nurses, ended in 1997.
